1. Go to drive.google.com and create a folder named "Board Agenda Documents"
2. Right-click the folder → Share → under General access choose "Anyone with the link" → Viewer
3. Every file you put in that folder is now viewable by link automatically
4. To attach a document: right-click the file → Copy link → paste into the Documents field on any agenda item
